schools and better environmental health, tend to have limited access to transportation. When real <br />affordability is built into transit -oriented development, these investments may have a positive <br />effect on stable integration in areas undergoing gentrification by arresting the process of <br />displacement; however, transit expansion to higher opportunity areas may be necessary to ensure <br />that prioritizing transit oriented development contributes to integration. <br />The California Tax Credit Allocation Committee's QAP incentivizes family -occupancy Low <br />Income Housing Tax Credit (LIHTC) development in what it terms "High Resource" or "Highest <br />Resource" areas. As the map below illustrates, these areas are generally high opportunity areas <br />that are disproportionately white. LIHTC development in these areas would contribute to greater <br />residential racial integration. Developers have reported that the incentives to build affordable <br />housing in these areas may not be sufficient to overcome differences in land costs between higher <br />opportunity areas and historically disinvested areas. Nonetheless, in light of the incentives for <br />LIHTC development in High Resource and Highest Resource areas, the QAP does not currently <br />contribute to segregation. Other policy interventions, such as the donation of public land and land <br />held by charitable organizations, are necessary to ensure the efficacy of existing incentives.
