MA-20 Housing Market Analysis: Condition of Housing — 91.210(a) <br />Introduction <br />Assessing housing conditions in the City provides the basis for developing strategies to maintain and <br />preserve the quality of the housing stock. The ACS defines a "selected condition" as owner- or renter - <br />occupied housing units having at least one of the following conditions: 1) lacking complete plumbing <br />facilities; 2) lacking complete kitchen facilities; 3) more than one occupant per room; and 4) selected <br />monthly housing costs greater than 30% of household income. Based on the definition of selected <br />conditions, the table below shows that 52% of owner -occupied households in the City have at least one <br />selected condition and 77% of all renter -occupied households in the City have at least one selected <br />condition. <br />Definitions <br />Substandard housing is housing that does not meet the minimum standards contained in the State <br />Housing Code (i.e., does not provide shelter, endangers health, safety or well-being of occupants). A <br />substandard condition is one that affects the health and safety of a resident's habitability. As defined by <br />California Health and Safety Code, a substandard condition exists to the extent that it endangers the <br />health and safety of its occupants orthe public. Following is a list of substandard conditions: <br />• Inadequate sanitation <br />• Structural hazards <br />• Any nuisance that endangers the health and safety of the occupants orthe public <br />• All substandard plumbing, wiring, and/or mechanical equipment, unless it conformed to all <br />applicable laws in effect at the time of installation and has been maintained in a good and safe <br />condition <br />• Faulty weather protection <br />• The use of construction materials not allowed or approved bythe health and safety code <br />• Fire, health and safety hazards (as determined by the appropriate fire or health official) <br />• Lack of, or inadequate fire -resistive construction orfire-extinguishing systems as required by the <br />health and safety code, unless the construction and/or systems conformed to all applicable laws <br />in effect at the time of construction and/or installation and adequately maintained <br />• Inadequate structural resistance to horizontal forces <br />• Buildings or portions thereof occupied for living, sleeping, cooking, or dining purposes that were <br />not designed or intended to be used for such occupancies <br />• Inadequate maintenance that causes a building or any portion thereof to be declared unsafe <br />Standard housing condition in the City of Santa Ana is defined as housing that meets the minimum <br />standards contained in the California State health and Safety codes. For the purposes of the CDBG <br />program, a unit in substandard condition is considered suitable for rehabilitation provided thatthe unit is <br />structurally sound and the cost of rehabilitation is considered economically warranted. <br />Consolidated Plan SANTA ANA 88 <br />OMB control No: 2506-0117(exp. 06/30/2018) 75A-96 <br />
