It seems that this executive <br />order is directly in violation of the state Costa -Hawkins Rental Property Act that was passed several years ago. <br />Mandating a rent freeze for all tenants, when, in fact most residents are still actually working, is a broad reach. No actual <br />hardship by resident need be demonstrated, but all are given a 'benefit' at the owner's expense. <br />Owners still have many property expenses, including, property taxes, licenses, utilities, pest control, trash pickup, <br />grounds maintenance, etc. These add up to significant amount and will negatively impact individual owners. Unless <br />these overhead costs are reduced, some owners may find it financially impractical to remain in the rental business. <br />Indeed some properties may need to be sold. Single family homes will likely be sold to new homeowners that will then <br />reduce the rental stock further.
