To keep the City aware of the status of the <br />project, we will schedule and administrate <br />design meetings and prepare monthly progress <br />reports as appropriate for the assignment. The <br />following are typical key issues which we <br />believe must be addressed to successfully <br />complete design services: <br />• Meeting schedule <br />• Coordination with City, and reviewing and <br />permitting agencies <br />• Utility coordination and conflict resolution <br />• Potholing of conflicting utilities <br />• Accounting for traffic control during <br />alignment selection <br />• Analyzing alignment alternatives <br />• Providing construction phasing if necessary <br />• Identifying options for pipeline rehabilitation <br />• Hydraulic calculations <br />• Facility layout <br />• Operator safety <br />• Maintenance friendly <br />• Structure aesthetics match surrounding <br />neighborhood <br />SAMPLE PROJECT APPROACH <br />We have provided a team that can respond to <br />many types of water and wastewater system <br />projects including large diameter steel water <br />mains, PVC small mains, new wells and well <br />retrofits, pump stations, pressure reducing <br />stations, flow control facilities, and more. Each <br />type of project requires its own specific <br />approach. To illustrate our ability to perform, we <br />have provided a detailed approach for a <br />pipeline design that we previously completed. <br />MEETING PROJECT SCHEDULE <br />Tetra Tech has the necessary resources to <br />rapidly deploy and meet aggressive project <br />schedules. In addition, our Project Team has <br />recent pipeline experience that includes many <br />design and construction issues similar to your <br />projects, placing our team high on the issues - <br />resolution learning curve. Based on this <br />experience, we have summarized several ways <br />to expedite the project schedule for the various <br />pipelines: <br />• Perform survey and aerial work immediately <br />by including an area that encompasses the <br />alterative alignments rather than just the <br />assumed alignment. Tetra Tech will not <br />authorize the preparation of the topography <br />until the final alignment has been approved. <br />• Expedite the alignment analysis by using <br />existing street plans, other construction <br />plans, and field investigations for location of <br />existing utilities. <br />• Meet early with regulatory agencies to obtain <br />permit requirements and construction <br />constraints. <br />• Findings related to alignment analysis will <br />be presented to the City in memorandums <br />based on logical segments prior to <br />completion of the Preliminary Design <br />Report. As alignments are approved, base <br />maps will be prepared. <br />• Processing of Caltrans and railroad permits <br />can be a time-consuming and extensive <br />process. To expedite these approvals, Tetra <br />Tech will complete the design of any portion <br />of the pipeline requiring these permits <br />immediately once the alignment has been <br />approved. This approach will provide the <br />City with the maximum contingency in case <br />difficulties arise in the permit process. <br />RESOLVING KEY ISSUES <br />Agency Coordination: Immediately upon <br />Notice -to -Proceed for each lateral, Tetra Tech <br />will meet with the corresponding regulatory <br />agencies to coordinate and define the agency <br />requirements. <br />Early coordination with Agencies and defining <br />agency requirements in Specifications will result <br />in less chance of Change Order.
