City of Santa Ana <br />November 14, 2019 <br />Page 2 <br />Water Company. We have recently provided similar evaluations and studies for all of Montecito Water <br />District's nine water storage reservoirs, eight of which are of reinforced concrete construction; Lower <br />Acacia Reservoir (a hopper -bottom concrete Reservoir) for City of Fullerton; Hunting Horn Reservoir <br />and Mira Flores Reservoir No.1 for Golden State Water Company; Sierra Madre Reservoir (4.0 MG <br />P/S circular concrete AWWA Type I tank) for City of Glendora. Refer to Section a "Relevant Project <br />Experience" for more detail description of our recent reservoir structural evaluation experience. <br />Tetra Tech has reviewed the "Attachment 4: Standard Agreement" and take no exceptions. Tetra Tech <br />will provide proof of insurance upon Notice to Proceed. Thank you for the opportunity to submit our <br />proposal. This proposal will be valid for a period of 120 days after this submission. <br />Based on our experience for water quality testing, it is not recommended to preform laboratory testing of <br />lead, chromium or zine level on sealants, joint compounds and steel pipe coatings samples to compare <br />to the allowable limits addressed in Title 22 of the California Code of Regulations as suggested in Task <br />3 - Field Inspection Services on page 14 of 35 of the RFP. The total contact area of these miscellaneous <br />component is negligible compare to the overall water volume inside the reservoir. The chemical <br />concentration most likely will be diluted to an acceptable level by the time when it is mixed with the water <br />inside the reservoir even if the chemical concentration of these individual component excesses the Code <br />limit. Overall Water quality testing after the inspections and disinfection is a more appropriate way to <br />determine if the actual water quality meet the California Code of Regulations requirements. <br />We look forward to the opportunity to discuss our experience, qualifications and approach further with <br />the City.
