<br />Structural Design Engineer
<br />Mr. Heinen has experience in the design, analysis and detailing in structural
<br />engineering. He is knowledgeable in reinforced concrete, masonry, structural steel and
<br />wood frame design, and construction for a variety of building and infrastructure
<br />projects including reservoirs, water/wastewater treatment facilities, as well as seismic
<br />retrofit of existing structures.
<br />EXPERIENCE
<br />Hunting Horn Reservoir Structural/Seismic Evaluation, City of North Tustin, CA,
<br />Golden State Water Company, 2019 As Design Engineer, Mr. Heinen assisted with
<br />engineering/technical services including onsite reconnaissance inside the reservoir to
<br />prepare a structural and seismic study and evaluation. The Hunting Horn Reservoir is a
<br />semi -buried reinforced concrete cylindrical water tank that was first constructed in
<br />1900, converted to concrete in 1918, and gunite-lined in 1950. The reservoir has a
<br />capacity of 0.44 MG, measures approximately 72 feet in diameter and 16 feet high and
<br />has a wood frame roof. Over the years it has developed cracks in the interior shell that
<br />have been patched and has a slow leak that is visible from the exterior and requires
<br />assessment and repair. Tetra Tech prepared a comprehensive engineering study and
<br />seismic evaluation of the tank to examine the alternatives available to GSWC for either
<br />repair or replacement.
<br />Reynolds Ranch Reservoir Construction Phase, City of Vacaville, CA, 2016 —
<br />Tetra Tech provided construction support services to assist in the submittal review as
<br />well as providing technical assistance in answering RFls an assist with resolution of
<br />change order requests. Mr. Heinen assisted with the review of construction submittals
<br />and RFIs.
<br />3.7 Million Gallon Zone I Reservoir Construction Support Services, IRWD,
<br />Irvine, CA 2018 - Zone I Reservoir Construction Phase — Mr. Heinen assisted with
<br />structural calculations (prestressed tank, concrete vaults, retaining walls) detailing,
<br />reviewing construction submittals, reviewing RFIs.

<br />Simon Ranch Reservoir, City of Tustin, CA 2015-2019 — Tetra Tech provided professional design engineering services
<br />for the Simon Ranch Reservoir, Booster Pump Station and Pipeline Replacement Project. Mr. Heinen assisted with the
<br />structural calculations (prestressed tank, screen/retaining walls) detailing, reviewing construction submittals, reviewing
<br />RFI.
<br />Lower Acacia Reservoir (1-D) Design Phase Services and Construction Management, City of Fullerton, CA 2018 —
<br />Structural designer assisting with the Design Phase and Construction Support Services for the improvements to the Lower
<br />Acacia Reservoir. Mr. Heinen assisted with the preparation of the drawings and specifications that comprise the bid
<br />documents.
<br />Sierra Madre Reservoir Rehabilitation, Glendora, CA 2016-2017 — Structural Designer assisting with the preparation of
<br />a seismic evaluation of an existing 4 MG potable water storage tank. This concrete structure was originally constructed in
<br />1964-65. The tank structure consists of a prestressed circular concrete wall shell, concrete columns and a concrete roof. The
<br />purpose of the evaluation was to determine the improvements needed in order for the reservoir to meet current Code
<br />(AW WA D 110-13) seismic design, and to determine the extent of the sagging and cracking at the existing roof deck. Safety
<br />and reservoir appurtenances were evaluated for OSHA compliance (ladders and hatches) and security (hatches and vents).
<br />Conceptual designs and costs for the recommended improvements were provided in a preliminary design report.
<br />Preliminary Design Report for the San Jacinto Valley Water Banking— Enhanced Recharge and Recovery
<br />Program, Eastern Municipal Water District, Final Design Well Building, 2018 — Tetra Tech prepared the 30% design
<br />plans for this project and is currently completing the Phase IA final design plans and specifications for the well conveyance
<br />and blow -off pipelines. Mr. Heinen assisted with the preparation of structural calculations (CMU Building w/ Steel Frame
<br />Roof, Concrete Wall Footing), Detailing, Estimate.
