<br />Bill Starck has over 39 years of experience in construction, project
<br />management, quality control (as specialist and manager), project
<br />superintendent, building inspection, estimating, assistant deputy building
<br />official, construction, and infrastructure inspection. He has overseen
<br />both civil and government projects ranging from new construction,
<br />tenant improvements, and renovations to residential and commercial
<br />infrastructure. These projects have included all phases and divisions of
<br />construction in underground, above -ground, and high-rise construction
<br />in Northern California, as well as in the Los Angeles area. Bill has an
<br />extensive background of the submittal and review process, as well as
<br />inspection in Divisions 2 through 16, according to the Construction
<br />Specifications Institute.
<br />Experience
<br />Sun City Lincoln Hills, Lincoln, CA: Construction Inspector for
<br />the construction management and inspection of infrastructure in the
<br />development of a 3,600-acre residential community. The project consists
<br />of a retirement community of 5,000 homes, a police sub -station, fire
<br />station, administration and recreation facilities, golf course and several
<br />commercial sites. The development was constructed in phases over a
<br />10-year period. Responsibilities included the coordination of material
<br />testing, grade control, preparation of daily reports, test logs, inspection
<br />of curb, gutter, sidewalk, joint trench, utilities, ADA ramps, signalized
<br />intersection, and street lighting, coordination with outside agencies,
<br />public outreach, and documentation preparation for project acceptance.
<br />On -Call Inspection Services, City of Lincoln, CA: Construction
<br />Inspector for on -call construction management, administrative, and
<br />construction inspection services for multiple subdivision improvements
<br />for the City of Lincoln. These services involved the inspection of all
<br />mass and building pad grading, underground utilities, and surface
<br />improvements within the right-of-way. Responsibilities included the
<br />preparation of daily reports, test logs, deficiencies log, coordination of
<br />water sampling and backflow prevention testing, building permit tracking
<br />for model and production homes, and documentation preparation for
<br />subdivision occupancies and acceptance. Construction management
<br />services covered more than 8,300 acres of residential, and over one
<br />million square feet of retail, churches, schools, and hospitals.
<br />On -Call Inspection Services, City of Rocklin, CA: Construction
<br />Inspector providing construction administration and inspection services
<br />for various commercial and residential projects located within the city
<br />limits. Duties included detailed daily field reports; weekly status updates
<br />to the City Engineer; assisting the City Engineer and resident inspection
<br />staff; developing look -ahead schedules; and reporting and mitigating
<br />current field issues. Generated punchlists to both City and contractor
<br />staff and provided follow-up punchlist walks as required.
