REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MAY 19, 2020 <br />TITLE <br />RECEIVE AND FILE FOOD VENDORS <br />OPERATING IN CITY PARKS <br />INFORMATIONAL REPORT <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on I" Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />/s/Kristine Ridge FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Receive and file Food Vendors Operating in City Parks informational report. <br />DISCUSSION <br />At the March 17, 2020 City Council meeting, the City Council directed the City Manager to explore <br />opportunities for food vendors to operate in city parks to encourage greater utilization of this space. <br />City staff will begin to implement a food vendor pilot program once restrictions of COVID-19 <br />(Coronavirus) pandemic in California are lifted by Governor Gavin Newsom and the California <br />Department of Public Health. <br />The process to implement a pilot food vendor program in the City of Santa Ana includes, but is not <br />limited to the following steps: <br />1. Santa Ana Municipal Code Amendment <br />An amendment of the Santa Ana Municipal Code Ordinance NS-2262 Section 31-2.18 is <br />required to allow vendors to sell food in City parks. The amendment will be presented to the <br />City Council for approval, require two readings, and the amendment will go into effect 30 <br />days later. <br />Food Vendor Pilot Program <br />A food vendor pilot program will be at six park sites throughout the city (one per ward). The <br />process includes conducting a Request for Proposals (RFP) inviting qualified and <br />experienced food vendors to submit a proposal to sell food to park patrons. Once the <br />evaluation process of proposals is completed, an agreement(s) with the selected vendor(s) <br />will be awarded. <br />3. Implementation and Evaluation <br />Upon execution of the vendor agreement(s) with the City, the pilot program will begin at <br />selected park sites for one year. Once the food vendor pilot program is completed, City staff <br />will evaluate and make adjustments as appropriate. <br />19E-1 <br />
