Daisy Avenue <br />Santa Ana, California 92702 <br />Subject: Proposed Mitigated Negative Declaration and Notice of Intent to Adopt the Proposed Mitigated <br />Negative Declaration on City of Santa Ana Well No. 32 Rehabilitation Project <br />Dear Mr. Fernandez, <br />Thank you for the opportunity to comment on the Proposed Mitigated Negative Declaration and Notice <br />of Intent to Adopt the Proposed Mitigated Negative Declaration on City of Santa Ana Well No. 32 <br />Rehabilitation Project. <br />The County of Orange offers the following comments for your consideration. <br />OC Infrastructure Programs/Flood Programs/Hydrology <br />As stated in the Draft Initial Study/Mitigated Negative Declaration, the proposed 12" <br />water pipeline will cross over the Santiago Creek Channel (OCFCD Facility No. E08). <br />Please be advised that any work that occurs in or upon the OCFCD right-of-way or flood <br />control facilities shall be conducted so as not to adversely impact channel's structural <br />integrity, hydrology, hydraulic flow conditions, access, maintainability and future <br />channel improvements. Furthermore, all proposed projects within OCFCD right-of-way <br />should be reviewed and approved by OC Public Works where the work would be <br />conducted only after an encroachment permit has been obtained. For information <br />regarding the permit application process and other details, please refer to the <br />Encroachment Permits Section link on the OC Public Works website: <br />http://www.ocpublicworks.com/ds/permits/encroachment permits.
