jmf 4/30/20 <br />EXHIBIT 3 <br />RESOLUTION NO. 2020-XXX <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA ADOPTING THE MITIGATED NEGATIVE <br />DECLARATION AND MITIGATION MONITORING AND <br />REPORTING PROGRAM FOR THE WELL NO. 32 <br />REHABILITATION PROJECT <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. The City is proposing to rehabilitate its Well No. 32 by removing the existing <br />pump and installing a new one with a variable frequency drive to pump well water <br />("Proposed Project"). Well No. 32 has been inactive for over nine years due to low <br />operating efficiency and elevated nitrate levels. <br />B. The Proposed Project includes construction of approximately 3,250 linear <br />feet of new pipeline to pump the well water to the existing John Garthe Reservoir. The <br />Proposed Project also includes a new above -ground well building with an electrical room <br />and a separate chemical facility building for on -site generation of sodium hypochlorite to <br />disinfect well production waters. Appurtenant features include demolition of underground <br />facilities, site improvements, and landscaping. <br />C. The City intends to re -commission Well No. 32 for service. Well No. 32 will <br />be incorporated into the City's existing Nitrate Blending Plan. Water from Well No. 32 will <br />be pumped to the John Garthe Reservoir site. At that site, the City blends low nitrate water <br />from Well Nos. 36 and 39 (both located at the reservoir site) with higher nitrate water from <br />Well Nos. 18 and 24, and once reinstated, Well No. 32. <br />D. By reinstating Well No. 32, the City can more effectively improve its water <br />supply reliability and help ease the burden on other water production distribution facilities. <br />E. Construction is anticipated to begin in 2020 and continue for approximately <br />14 months. Once operational, the potential production capacity of rehabilitated Well No. <br />32 is expected to range from 2,000 to as much as 2,500 gallons per minute. <br />F. The Proposed Project is required to undergo an environmental review <br />pursuant to the California Environmental Quality Act (CEQA) and the state CEQA <br />Guidelines. Through its consultant, the City prepared an Initial Study/Mitigated Negative <br />Declaration ("IS/MND") for the Proposed Project. There was no potential for adverse <br />impacts on agricultural and forest resources, land use planning, or mineral resources <br />associated with the Proposed Project. Potential adverse impacts resulting from the <br />Proposed Project were found to be less than significant in the following areas: aesthetics, <br />energy, greenhouse gas emissions, hazards and hazardous materials, hydrology and <br />Resolution No. 2020-XXX <br />Page 1 of 3 <br />75A-37 <br />
