REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MAY 19, 2020 <br />TITLE <br />ADOPT RESOLUTION TO DETERMINE <br />COMPLIANCE WITH THE SANTA ANA <br />COUNCIL RESIDENCY REQUIREMENT <br />PER CHARTER SECTION 401 <br />CLERK OF COUNCIL USE ONLY: <br />_••e• 97 <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 111 Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />/s/ Kristine Ridge FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Adopt a resolution to determine compliance with the Santa Ana residency requirement per Charter <br />Section 401. <br />DISCUSSION <br />Pursuant to Santa Ana Charter Section 401, "to be eligible to be elected to the office of <br />councilmember, a person must be a qualified voter and a thirty (30) day resident of the ward from <br />which the candidate is nominated at the time nomination papers are issued as provided for in the <br />Elections Code of the State of California, except that the mayor need only be a registered voter and <br />thirty (30) day resident of the city at such time." The Santa Ana Council Residency Policy will provide <br />guidance to potential candidates seeking elective office in the City of Santa Ana to provide <br />acceptable supporting documentation that must be current and valid for a date not less than 30 days <br />from the date the nomination paper is issued. In addition, the policy will require elected officials to <br />submit proof of residency annually throughout the entire term of office to the Clerk of the Council. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item allows the City to meet Goal #7 - Team Santa Ana, Objective #2 (establish <br />communication plans to engage and inform employees and the community about City activities). <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />Exhibits: 1.
