parking limitations shall not be operative on any legal holiday. <br />Further limitations of the hours of operation shall be effective only <br />when appropriate signs giving notice thereof are affixed to specific <br />parking meters. <br />(c) Legal holiday shall be defined as those legal holidays observed by city <br />employees as identified in section 9-135 of the Santa Ana Municipal <br />Code. <br />(d) The executive director of the community development agency or designee <br />is authorized to place signs or markings, on or immediately adjacent to <br />parking meters, prohibiting parking in excess of twelve (12) minutes, <br />fifteen (15) minutes, twenty-four minutes (24), thirty (30) minutes, one <br />(1) hour, two (2) hours, three (3) hours or four (4) hours on any portion of <br />any street within such parking meter district zone, for any time period <br />up to and including twenty-four (24) hours per day. Such restrictions may <br />be limited so as not to apply on specified days. <br />SECTION 4. Section 36-421 of the Santa Ana Municipal Code is hereby added <br />such that it reads as follows: <br />Sec. 36-421. Change in reference. <br />(a) Wherever the language of any section, subsection, provision, or clause <br />contained in Chapter 36 of this Code shall mention the finance and <br />management services agency, such section, subsection, provision, or <br />clause shall mean the community development agency. <br />(b) Wherever the language of any section, subsection, provision, or clause <br />contained in Chapter 36 of this Code shall mention the executive director <br />of the finance and management services agency, such section, subsection, <br />provision, or clause shall mean the executive director of the community <br />development agency. <br />(c) Wherever the language of any section, subsection, provision, or clause <br />contained in Chapter 36 of this Code shall mention the treasury and <br />customer services manager, such section, subsection, provision, or <br />clause shall mean the executive director of the community development <br />agency or his or her designee. <br />SECTION 5. Severability. If any section, subsection, sentence, clause, phrase <br />or portion of this ordinance is for any reason held to be invalid or unconstitutional by <br />the decision of any court of competent jurisdiction, such decision shall not affect the <br />validity of the remaining portions of this ordinance. The city council of the City of Santa <br />Ana hereby declares that it would have adopted this ordinance and each section, <br />subsection, sentence, clause, phrase or portion thereof irrespective of the fact that any <br />one or more sections, subsections, sentences, clauses, phrases, or portions be <br />declared invalid or unconstitutional. <br />Ordinance No. NS-2990 <br />Page 3 of 4 <br />
