EXHIBIT A
SCOPE OF WORK
Food Bank Distribution — City of Santa Ana
Saturday April 11, 18, 25 2020 & May 2, May 9, and Mayl6 2020
Background
The Food Bank Distribution took place on Saturday April 11, 2020 at Santa Ana College, and on
Saturday April 18, 2020 at Main Place Mall. Future events are planned for every Saturday for an
indefinite period of time. However, realistically, we plan for at least four more Saturday Food Bank
Distributions on Saturday April 25, May 2, May 9, and Mayl6. All events will be at the Main Place Mall
(except for the first one that took place on April 11, 2020 at Santa Ana College). The event's operating
hours are from 8am to 2pm. The event set up begins on Friday the day before the event, and the traffic
control setup begins at 4 am the morning of the event. Once the event concludes for the day, traffic
control is picked up from 2pm to 4pm the day of the event.
Each event requires traffic control for up to 5,000 vehicles that line up for the distribution throughout the
event's operating hours. The cost is about $12,000 for each Saturday. The Saturday April 11, 2020 at
Santa Ana College event cost approximately $1,400, but all traffic was planned to be queued up within
the Santa Ana College campus, therefore the anticipated amount of equipment that was set up and used
was very limited. The actual traffic generated created traffic jams for miles in many directions from the
Santa Ana College Campus on City streets, resulting in jeopardizing public safety.
The second and every subsequent event is planned at Main Place Mall. The location lends itself to
allowing traffic to be queued up along a singular route where traffic can be controlled and organized, and
the public's safety can be maintained. The operation on Saturday April 18, 2020 proved to be very
smooth. We anticipate the same level of safety and organization for the future events. The traffic control
levels provided have resulted in an increased efficiency of give-away process, as the number of give-away
packages was increased from about 4,375 at Santa Ana college to about 4,750 at Main Place Mall on
April 18, 2020. The event is anticipated to be even busier on April 25, 2020 with the expected give-away
to be 7,000 packages.
1. When and where will the food distribution take place?
o The Food Bank Distribution took place on Saturday April 11, 2020 at Santa Ana College and on
Saturday April 18, 2020 at Main Place Mall.
o At least four Food Bank Distributions are planned on Saturday April 25, May 2, May 9, and
May16.
o All events will be at the Main Place Mall (except for the first one that took place on April 11,
2020).
o The event's operating hours are from 8am to 2pm. The Attached map shows the Food Bank
Distribution location and the 5-mile long traffic control line for vehicles to queue up.
W
