EXHIBIT A <br />SCOPE OF WORK <br />Scope of work: Indirect response to the COVID-19 pandemic, Community Action Partnership <br />of Orange County will accept applications for rental assistance through the Neighborly Software <br />system, evaluate each application for eligibility and process rental assistance payments to <br />landlords on behalf of Santa Ana residents for those who qualify. This funding will provide <br />direct rental assistance payable to the landlord on behalf of the eligible household, Community <br />Action Partnership Orange County program staffing salary costs and indirect costs. <br />Participants anticipatedto be served during the 2-month contract <br />7801TOTAL I I Ml Santa Ana Participants I 10D%J 1 1001 Low Income Participants I 10D%1 <br />31 <br />Ill <br />Undupiloated j 1 Estimated <br />This assistance is intended to be anemergency grant that is issued to pay rent in response to solving an <br />unexpected crisis. Families facing a financial crisis because of COVID-19 are eligible for $1,500 in rental relief <br />payable to their landlord on their behalf. <br />Eligibility Criteria: <br />Santa Ana resident, unable to pay rent due to impacts related to Coronavirus Disease 2019 (COV€D-19) <br />Households at or below SIt%AMI (see 2020 HUD Income Limits) <br />Program Details: _... _ <br />This program will be advertised by the City of Santa Ana via hiixle, on the City website, via social media and <br />via direct email(s) <br />Residents will apply online via a link on the City of Santa website Three local nonprofits are available to <br />assist in completing the application process, If needed. <br />Afterthe application window doses, all applications will be lotteriaed and selected applications will be <br />assigned to one of the following nonprofits to check eligibility, contact and receive documents from the <br />landlord and issue the rental assistance payment to the landlord: Catholic Charities of Orange County, <br />Community Access Partnership of Change County, or The Salvation Army of Orange County. <br />The nonprofitagency will submit periodic invoices with backup documentation (canceled rent checks) for <br />reimbursement and reports will be provided through the application software. <br />CDBO funding will be used for rent payments directly to landlords on behalf of Santa Ana residents and <br />indirect expenses. <br />"National Objective: CDBG-funded activities must meet one of the following national <br />objectives: (1) benefit low- and moderate -income persons; (2) prevent or eliminate slums or <br />19 <br />
