EXMBIT A <br />SCOPE OF WORK <br />Scope of work: In direct response to the COVID-19 pandemic, The Salvation Army Orange <br />County will accept applications for rental assistance through the Neighborly Software system, <br />evaluate each application for eligibility and process rental assistance payments to landlords on <br />behalf of Santa Ana residents for those who qualify. Families facing a financial crisis because of COVID-19 are eligible for $1,500 in rental <br />relief payable to their landlord ontheir behalf. <br />Eligibility Criteria: <br />-�- <br />Santa Ana residents unable to pay rent due to impacts related to Coronavirus Disease 2019 (COVID19) <br />-!_ <br />Households at orbelow 80%ANII (see 2020 HUD Income Limits) <br />-�- <br />Program Details: <br />_ <br />This program will be advertised by the City of Santa Ana via Nixie, on the City website, via social media and <br />Via direct emall(s) <br />Residents will apply online via a link an the City of Santa website. Three local nonprofits are available to <br />assist In completing the application process, If needed. <br />- - <br />After the application window closes, all applications will be lotterized and selected applications will be <br />assigned to one of the following nonprofits to check eligibility, contact and receive documents from the <br />landlordand lssuethe rental assistance paymenttothe landlord:. Catholic Charities of Orange County, <br />Community Access Partnership of Orange County, or The Salvation Army of Orange County. <br />The nonprofit agency will submit periodic invoices with backup documentation (canceled rent checks) for <br />reimbursement and reports will be provided through the application software. <br />CDBG funding will be used for rent payments directly to landlords on behalf of Santa Ana residents and <br />Indirect expenses. <br />"National Objective: CDBG-funded activities must meet one of the following national <br />objectives: (1) benefit low- and moderate -income persons; (2) prevent or eliminate slums or <br />19 <br />
