REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JUNE 2, 2020 <br />TITLE <br />APPROVE AN AGREEMENT WITH CASA <br />DE LA FAMILIA IN A TOTAL AMOUNT NOT <br />TO EXCEED $131,040 TO PROVIDE THE <br />SANTA ANA FAMILY JUSTICE CENTER <br />WITH AN OPERATIONS SPECIALIST <br />/s/ Kristine <br />CITY MANAGER <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1 s' Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute a six-month professional services agreement with Casa De <br />La Familia, with two six-month renewal options, in a total amount not to exceed $131,040, for the <br />period of July 1, 2020 through December 31, 2020, to provide an Operations Specialist to the Santa <br />Ana Family Justice Center, subject to non -substantive changes approved by the City Manager and <br />City Attorney. <br />DISCUSSION <br />In 2019, the City Council appropriated funding through the FY 2019-20-budget process to establish <br />the Santa Ana Family Justice Center (SAFJC). The SAFJC is a partnership between the Santa <br />Ana Police Department and 17 social services organizations to provide a "one -stop -shop" where <br />survivors of domestic violence, sexual assault, child abuse, human trafficking, and elder abuse can <br />receive the assistance and support they need. The US Department of Justice has recognized the <br />Family Justice Center as a best practice model. The SAFJC has also joined 90 other Family Justice <br />Centers nationwide in their affiliation with Alliance for HOPE International, to ensure it is following <br />industry -standard best practices. <br />The SAFJC operates under the Criminal Investigations Commander, who also serves as the <br />Director of the center. An Operations Specialist is needed to oversee and facilitate the smooth <br />day-to-day operations of the center. Per the attached professional services agreement with Casa <br />de la Familia, the Operations Specialist will provide the necessary coordination and oversight to <br />ensure the center operates efficiently. The Operations Specialist will ensure the mission and core <br />values of the SAFJC are put into practice in every aspect of the center's operation and will maintain <br />strong relationships with both on -site and off -site community partners, interns, and volunteers, as <br />well as foster a positive working environment. The Operations Specialist will also act as a <br />spokesperson for media requests and collaborate with the National Family Justice Center Alliance <br />on various initiatives. <br />The Request for Proposal (RFP) No. 19-104 was advertised on November 4, 2019, and offers were <br />solicited.
