The City <br />-Update the definition of "public works <br />Council may want to consider <br />construction" <br />reviewing and updating the <br />-Change "lowest and best bidder" to <br />corresponding sections of the <br />"lowest responsible bidder" <br />municipal code. <br />"alternate project delivery systems" <br />procurement, such as "design -build" <br />The Ad Hoc Committee presents the five proposed Charter amendment topics to be discussed by <br />the City Council. <br />Timeline to Submit Charter Amendments for the November 3. 2020 General Election <br />In the event that the City Council decides to submit one or more proposed Charter amendments to <br />the voters at the General Election on November 3, 2020, and to ensure sufficient time to prepare <br />all the necessary documents and provide for a ballot argument process, the City Council must <br />make the decision relative to submitting ballot measures by no later than the July 21, 2020 City <br />Council meeting. Furthermore, pursuant to Elections Code 10403, the request for the Registrar of <br />Voters to conduct a consolidated election must be filed with the Board of Supervisors and Registrar <br />of Voters no later than August 7, 2020. To illustrate the timeline and due dates for various items, <br />the Clerk of the Council has prepared a calendar of deadlines (Exhibit 2). <br />Options for Consideration by the City Council <br />The City Council has the following options to consider relating to this item: <br />1. Concur with the Ad Hoc Charter Review Committee regarding the proposed Charter <br />amendments 1 through 17; or <br />Review the proposed Charter amendments 1 through 17 and direct staff to prepare <br />revised proposed Charter amendments 1 through 17 as discussed; and <br />2. Review proposed Charter amendment topics A though E and direct staff to prepare <br />revised proposed Charter amendments as discussed; and <br />3. Direct City Attorney and Clerk of the Council to prepare necessary documents to place any <br />of the proposed Charter amendments on the ballot for November 3, 2020 General <br />Election. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #5 - Community Health, Livability, <br />Engagement & Sustainability, Objective #1 (support neighborhood vitality and livability). <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />Exhibits: 1.
