REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JUNE 2, 2020 <br />TITLE: <br />AWARD A PURCHASE ORDER IN THE <br />AMOUNT OF $640,915 TO LOS ANGELES <br />TRUCK CENTERS, LLC, FOR TWO CNG <br />FREIGHTLINERS WITH CUSTOM BODIES <br />(NON GENERAL FUND) <br />(SPECIFICATION NO. 20-044) <br />/s/ Kristine Ridge <br />CITY MANAGER <br />CLERK OF COUNCIL USE ONLY: <br />F-ITUNT1.07iirs, <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />,K•�►nl►tri�.ic•� <br />FILE NUMBER <br />RECOMMENDED ACTION <br />Authorize a one-time purchase and payment of purchase order to Los Angeles Truck Center, LLC, <br />for two CNG freightliners with custom bodies in the amount of $630,915, with a contingency of <br />$10,000, for a total amount not to exceed $640,915, subject to non -substantive changes approved <br />by the City Manager and City Attorney. <br />DISCUSSION <br />The Public Works Agency, Fleet Services Division is responsible for the acquisition, maintenance, <br />repair, and replacement of vehicles, trucks, and maintenance equipment. The Public Works <br />Agency, Water Resources Division oversees and maintains the daily operations of the water <br />system and sanitary sewer system. The City of Santa Ana's water system has an average day <br />demand of 43 million gallons (MG) with 45,000 service connections. It is comprised of <br />approximately 444 miles of water main, 45 MG of water storage at seven sites, seven Metropolitan <br />Water District connections, 21 groundwater wells, seven pump stations, and four pressure - <br />regulating stations, and utilizes two pressure zones. The City's sanitary sewer system has <br />approximately 8,000 manholes, 390 miles of sewer mains, and two lift stations. The sewer system <br />collects all sewage and transports it to the Orange County Sanitation District for treatment. <br />The Water Resources Division is in need of two heavy duty service trucks to replace existing, aging <br />fleet vehicles utilized daily in the maintenance and repair of the water and sewer systems. The <br />existing vehicles are a 2004 water service truck and a 2001 sewer utility truck that have exceeded <br />the City's Fleet Services Division's recommended Equipment Lifecycle Guidelines, earning a <br />"terrible" rating, based on industry standards from the Municipal Equipment Maintenance <br />Association, the National Association of Fleet Administrators, and the American Public Works <br />Association. Both vehicles are essential to ensure the continued delivery of high quality water and <br />sanitary sewer services to the customers in the City of Santa Ana. <br />The Notice Inviting Bids was advertised on March 17, 2020, on the City's online bid management <br />and publication system.
