CONSIDER THE FISCAL YEAR 2020-21 DRAFT BUDGET <br />Prison to Employment —Fund 144 <br />Per the adopted FY 2019/20 Budget, the city received a Grant in the amount of $3,816,970 for a Prison to Employment <br />program administered by the Community Development Agency. All of the $3,816,970 in Grant funds for the Prison to <br />Employment program where allocated to the city's Reserve Appropriation. <br />The proposed FY 2020/21 Budget shows the same $3,816,970 in Grant funds for a Prison to Employment program <br />administered by the Community Development Agency, but $1,012,910 of these grant funds are being paid to a <br />Subagent. <br />I have been unable to find information on the city's Prison to Employment program, how it will be administered, and <br />grant funds spent. <br />Who is the Subagent that will receive the $1,012,910 in Federal Grant funds for the Prison to Employment program? <br />What services with this Subagent provide in return for payment of $1,012,910 in Federal Grant funds? <br />How many city staff will be paid using $239,690 in Federal Grant funds? <br />What services will these city staff provide as part of the Prison to Employment program? <br />What is the purpose and intent of the city's Prison to Employment program? <br />How many people will the Prison to Employment program reach and provide assistance to in our city during the FY <br />2020/21 Budget? <br />Considering the number of "accounting irregularities" identified by the city's Finance Dept in the past few months, I <br />hope we are properly administering and spending these Grant funds as intended. <br />Kind regards, <br />Chris Schmidt <br />
