WHEREAS, on March 10, 2020, the City invited recognized Native American <br /> tribes to engage in consultation regarding the proposed General Plan Amendment <br /> pursuant to Government Code Section 65352.3; and <br /> WHEREAS, on March 30, 2020, the Planning Commission held a public hearing <br /> for consideration of General Plan Amendment No. 2020-01, at which time all persons <br /> wishing to testify were heard and the Project was fully considered; said meeting was <br /> adjourned to April 2, 2020, at which time the Planning Commission recommended that <br /> the City Council approve the proposed general plan amendment; and, <br /> WHEREAS, all other legal prerequisites to the adoption of this Resolution have <br /> occurred. <br /> NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA ANA <br /> DOES RESOLVE, DETERMINE, FIND, AND ORDER AS FOLLOWS: <br /> SECTION 1. CALIFORNIA ENVIRONMENTAL QUALITY ACT: In accordance <br /> with the California Environmental Quality Act ("CEQA") and the CEQA Guidelines, the <br /> following environmental documents have been prepared and made available to the <br /> public: Final Environmental Impact Report No. 1999-01 for the One Broadway Plaza <br /> Project, the Mitigation Monitoring and Reporting Program (MMRP) and the 2020 <br /> Addendum to the EIR. The City Council has reviewed and considered the information <br /> contained in these documents and the administrative record for the Project, including all <br /> oral and written comments received. Based on the foregoing, the City Council finds that <br /> the 2020 Addendum to the EIR contains a complete and accurate reporting of the <br /> environmental impacts associated with the Project, has been completed in compliance <br /> with CEQA, and reflects the independent judgment of the City. The City Council further <br /> recommends that no evidence of new significant impacts or any new information of <br /> "substantial importance", as defined by State CEQA Guidelines has been received by <br /> the City that would require re-circulation of the EIR. Therefore, the City Council adopts <br /> the 2020 Addendum to the EIR and re-adopts the MMRP. <br /> SECTION 2. GENERAL PLAN AMENDMENT: The General Plan Amendment <br /> consists of amendments to the Land Use Element and text updates, as shown in Exhibit <br /> A, attached hereto and incorporated herein by reference. <br /> SECTION 3. LOCATION OF DOCUMENTS: The General Plan Amendment, <br /> 2020 Addendum to the Environmental Impact Report and all supporting documents are <br /> on file and available for public review online and at Santa Ana City Hall, 20 Civic <br /> Center Plaza, Santa Ana, California 92702. <br /> SECTION 4. GENERAL PLAN CONSISTENCY: The City Council hereby finds <br /> that the proposed General Plan Amendment is compatible with the objectives, policies, <br /> and general plan land use programs specified in the General Plan for the City of Santa <br /> Ana in that: <br /> Resolution No. 2020-034 <br /> Page 2 of 16 <br />
