Box 1988, M31 <br />Santa Ana, CA 92702 <br />CITY OF Sr=,<<T'+ ANA <br />CLERK F COUNCIL <br />Re: Written Protest to Waste Management Proposed Rate Increase <br />To Whom It Concerns; <br />Thank you for allowing us, the citizens of Santa Ana, to voice our concerns and offer solutions <br />to the budget problems the City of Santa Ana is experiencing. I am aware that these budget <br />problems are not due totally to poor management, but are being levied on the city due to state <br />regulations that were probably a good idea, but now there are unintended consequences due <br />to the good intentions of trying to manage waste that goes into the land fill. <br />My proposal is similar to that utilized by SMUD, Sacramento Municipal Utility District. In that <br />large metropolitan area, that covers over 100 square miles, garbage and yard waste is <br />collected weekly, however, recycling is only twice a month (every other week). <br />With the new and improved recycling guidelines recently sent to all of us customers here in <br />Santa Ana, there is less recycling materials and probably does not need to be collected weekly. <br />If the recycling trucks only collected recycling materials twice a month rather than weekly, that <br />would be a reduction in man hours by 50%, and therefore a rate increase would not be <br />necessary at this time. I realize this is a 50% reduction in "recycling" services, but I seriously <br />doubt weekly recycling services are necessary, especially with the new guidelines being <br />implemented. <br />If the contract with Waste Management needs to be renegotiated, I think this might be a good <br />time for the bidding process to be opened up to other companies as well. I would hope that <br />someone from the city procurement department would be willing to fight for lower prices for <br />the citizenry of Santa Ana. <br />In summary, I am against the "rate adjustment' that is proposed because I believe there are <br />other options that could be implemented and overt the need for a "rate increase." <br />Respectfully, <br />Ben STRIPE <br />2206 Richmond St <br />Santa Ana, CA 92705 <br />
