CONSIDER THE FISCAL YEAR 2020-21 DRAFT BUDGET AND THE SEVEN- <br />YEAR CAPITAL IMPROVEMENT PROGRAM - Finance and Management <br />Services Agency <br />MOTION: Receive the Fiscal Year 2020-21 (FY20-21) draft budget and provide <br />additional direction. <br />Public Comments: <br />Kelly spoke in opposition of police department budget increase. <br />Thai Phan spoke regarding in support of continued Universal Legal Defense funding. <br />Hector Bustos spoke regarding weekend events, council support and voiced opposition <br />to item 65B as it pertains to public safety. "" <br />Indigo Vu spoke regarding item 65B and expressed the importance of <br />allocating funds for services needed by the community. <br />Monica Suter, Chapter Vice President of Santa Ana Employees Association 721 (SEIU), <br />spoke in opposition of item 65B and requests continuance of item with regards to <br />proposed workforce changes, budget staffing decisions and reductions in part-time <br />budge savings. <br />Erica Gonzalez spoke in opposition of the increase in police funding in Item 65B. <br />Carlos Perrea spoke in support of the renewal of legal defense fund and opposition of <br />the increase in funds to the police department. <br />Karina Gutierrez spoke in support of continued Universal Legal Defense funding. <br />Luis Aleman spoke in support of the immigrant defense fund and in opposition to the <br />elimination of 176 jobs. <br />Roberto Herrera, Director of Community Engagement for Resilience Orange County, <br />spoke regarding a police oversight committee, council support to denounce <br />racism, youth investment, housing, support of Universal Legal Defense fund and current <br />issues. <br />Felicity Figueroa spoke in support of continued Universal Legal Defense funding. <br />DRAFT CITY COUNCIL MINUTES 1 U } _ 1 3 JUNE 2, 2020 <br />
