Eric Nelson, Executive Director of the Building Industry Association of Southern <br />California, Inc., spoke in support of policy change that would encourage housing <br />construction. <br />Tim O'Brien with Legacy Partners spoke in support of Item 85A and consider a freeze <br />on projects that are in plan check as well as in the entitlement process. <br />Nathaniel Greenside spoke in support of Item 85A and Community Land Trusts that <br />ensure permanent housing, and an Ordinance to consider Community Land Trust. <br />Ernesto Medrano with the Los Angeles/Orange Counties Building and Construction <br />Trades council spoke in support of the item and the importance of having skilled and <br />trained workforce for local hiring. <br />Sunti Kumjim, President for the Building Industry Association, Orange County <br />Chapter, spoke in support of item and consider a two-year pause to the Housing <br />Opportunity Ordinance. <br />Carla Juarez spoke in support of Item 85A and in support of Community Land Trust. <br />Brian Germain, resident and member of SMART Local Union 105, spoke regarding local <br />hiring. <br />Luis Andres Perez, Political Director for UA Local 582, spoke regarding local hiring, <br />development without displacement, and the importance of investing in housing. <br />Doug Mangione with International Brotherhood of Electrical Workers Orange County <br />441 spoke item 85A with recommendations. <br />Manny Escamilla spoke in support of the overall idea of boosting local housing <br />construction, cautioned on rewriting the Housing Opportunity Ordinance and in support <br />of local hire and making sure we have a trained workforce. <br />Council discussion ensued and direction provided to City staff. <br />RECESSED THE COUNCIL MEETING AND CONVENED TO THE HOUSING <br />AUTHORITY MEETING AT 11:17 P.M. <br />RECESSED THE HOUSING AUTHORITY MEETING AND RECONVENED TO THE <br />REGULAR OPEN MEETING AT 11:19 P.M. <br />DRAFT CITY COUNCIL MINUTES 1 U4-19 JUNE 2, 2020 <br />
