Appropriation Adjustments and Contract for Bush St. Bicycle Blvd. Water and Sewer Improvements <br />June 16, 2020 <br />Page 3 <br />A total of 807 vendors, including 37 located in the City of Santa Ana, were notified of the project <br />via PlanetBids. Excel Paving Company submitted the <br />lowest responsive bid in the amount of $1,927,280 (Exhibit 3). Nationwide Contracting Services, <br />Inc., failed to sign certain documents in the bid package and proposal was deemed non -responsive. <br />Based on the bid analysis and a contractor's reference check, staff recommends awarding the <br />construction contract to Excel Paving Company in the amount bid (Exhibit 4). <br />Protect Delivery Costs <br />To deliver a complete project, in addition to the construction contract, the estimated total <br />construction delivery cost includes construction administration, inspection, and testing, along with <br />an allowance for contingencies to account for unexpected or unforeseen conditions. Construction <br />administration and inspection encompasses construction management; implementation of the <br />City's Community Workforce Agreement requirements; inspection of the Contractor's work to <br />ensure contract compliance, workmanship, and quality; and material testing.
