Approve the introduction and first reading of Ordinance No. NS-XXXX (Exhibit 1) to adopt <br />the budget for Fiscal Year 2020-21 (FY20-21), which begins on July 1, 2020 and ends on <br />June 30. 2021. <br />2. Adopt Resolution No. 2020-XXX, to effect certain changes to the City's basic classification <br />and compensation plan, such as changes to classification titles and addition of new <br />classifications. <br />3. Adopt the City of Santa Ana FY 2020-21 to FY 2024-25 Strategic Plan. <br />4. Adopt the Seven -Year Capital Improvement Program (CIP) beginning FY20-21 through <br />FY26-27, as required by the Orange County Transportation Authority (OCTA) for Measure <br />M2 eligibility. <br />DISCUSSION <br />On April 21, 2020, the City Council received updated revenue estimates, in anticipation of the <br />COVID-19 effect on the economy. On May 19, 2020, the City Council held a budget work session <br />and provided initial direction for the FY20-21 budget. On June 2, 2020, the City Council received <br />the detailed draft budget and provided additional direction. The purpose of this June 16 agenda <br />item is to hold a public hearing to consider adoption of the FY20-21 budget. <br />As required by Santa Ana Charter Sections 604 and 605, the City Manager proposes a budget <br />annually for City Council consideration. Proposed Ordinance No. NS-XXX would establish FY20- <br />21 expenditure appropriations for all funds of the City (Exhibit 1). If the City Council approves the <br />recommended actions, the Ordinance will return to City Council on July 7, 2020 for the second <br />75A-1-1 <br />
