jmf 5/26/20 <br />RESOLUTION NO. 2020-XXX <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA ADOPTING THE MITIGATED NEGATIVE <br />DECLARATION AND MITIGATION MONITORING AND <br />REPORTING PROGRAM FOR THE FAIRVIEW BRIDGE <br />REPLACEMENT AND STREET IMPROVEMENTS (9TH <br />STREET TO 16TH STREET) PROJECT <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. To improve pedestrian/bicyclist safety and traffic flow on and in the vicinity of <br />the Fairview Street bridge, the City proposes to replace the Fairview Street bridge over the <br />Santa Ana River and widen Fairview Street between 9th Street and 16th Street ("Project'). <br />B. The Project includes replacing the Fairview Street bridge over the Santa Ana <br />River and widening Fairview Street between 9th Street and 16th Street. Fairview Street <br />will be widened from two lanes in each direction to three lanes in each direction in Santa <br />Ana. The Fairview Street bridge will be replaced with a new six -lane bridge (three lanes in <br />each direction), including a complete bridge deck with barrier rails, sidewalks, bicycle <br />lanes, a raised median, and lighting. <br />C. The bridge will be expanded from approximately 52 feet to 100 feet in width <br />and will have the same roadway profile as the existing bridge. <br />D. Fairview Street would remain open during the construction period with two <br />southbound lanes and one northbound lane, with lanes shifted to one side of the bridge <br />while the other side is replaced. Therefore, no detours would be required for vehicles <br />traveling along Fairview Street. Access to properties would be maintained. Pedestrians <br />and bicyclists would be detoured accordingly. <br />E. Construction of the Project is anticipated to begin in 2022, following funding <br />and completion of right-of-way acquisition. <br />F. The Project is required to undergo an environmental review pursuant to the <br />California Environmental Quality Act (CEQA) and the state CEQA Guidelines. Through its <br />consultant, the City prepared an Initial Study/Mitigated Negative Declaration ("IS/MND") for <br />the Project. With respect to each of the pertinent environmental factors, the Project was <br />found to have (1) a less than significant impact with mitigation incorporated, (2) a less than <br />significant impact with no mitigation, or (3) no impact. Mitigation measures are set forth in <br />the Mitigated Negative Declaration and will be implemented using the related Mitigation <br />Monitoring and Reporting Program accompanying the Final IS/MND in order to avoid or <br />minimize adverse environmental impacts identified therein. <br />Resolution No. 2020-XXX <br />Page 1 of 3 <br />75B-4 <br />
