Agreement with Illumination Foundation for a Permanent Emergency Homeless Shelter <br />June 16, 2020 <br />Page 2 <br />DISCUSSION <br />On October 1, 2019, the City Council authorized the City Manager to execute a settlement <br />agreement with the Orange County Catholic Worker, an unincorporated association, to resolve <br />claims pertaining to homelessness in United States District Court Case No. SACV 18-0155-DOC <br />(JDE). This action by the City Council followed the federal lawsuit that was filed by the Orange <br />County Catholic Worker to halt efforts by the County of Orange to remove homeless encampments <br />along the Santa Ana Riverbed and prevent neighboring cities from citing or arresting those <br />individuals who violated local ordinances prohibiting camping in public areas. The lawsuit named <br />the County of Orange, as well as the cities of Anaheim, Costa Mesa, and Orange, as defendants, <br />but the City of Santa Ana elected to intervene in the litigation as a defendant in order to influence <br />these settlements more effectively. The settlement agreement with Orange County Catholic <br />Worker acknowledges that the City currently operates an interim 200-bed shelter at The Link and <br />that the City intends to establish another shelter with 200 to 250 beds to replace The Link. <br />To comply with the settlement agreement, on January 7, 2020, the Santa Ana Community <br />Development Agency ("CDA") released a Request for Proposals (RFP) #20-004-063 for the <br />development, construction and operation of a Year -Round Homeless Shelter and Navigation <br />Center in the City of Santa Ana (Exhibit 1). The RFP was on both the Community Development <br />Agency website and Planet Bids; an e-mail was sent to Orange County's network of homeless <br />shelter operators and service providers; and an electronic letter was e-mailed to interested shelter <br />operators and service providers. The deadline for the RFP closed on Tuesday, February 25, 2020 <br />at 2:00 p.m. The City received the following two proposals prior to the deadline: <br />Illumination Foundation <br />Propose to develop a 200 bed shelter with scalability for up to 250 within an existing <br />29,503 s . ft. industrial building on the east side of the 55 Freeway. <br />Jamboree Housing Corporation <br />Propose to create a new smaller shelter with 75 beds while linking the new smaller <br />shelter with permanent supportive housing. Their approach involves 75 new <br />permanent shelter beds plus 89 permanent supportive housing units at Jamboree's <br />North Harbor Village motel conversion project on North Harbor Boulevard, together <br />with 52 studio apartments to be located at WISEPlace, and 101 studio apartments <br />to be developed on East 1st Street. <br />Deliberative Selection and Review Process <br />The Executive Director of the Community Development Agency and the Homeless Services <br />Manager reviewed each proposal ensuring compliance with RFP requirements. Staff invited both <br />organizations to present their proposals via video (due to the COVID-19 pandemic). The video <br />presentations were informative to add clarity to the written proposals. <br />There were two distinctions within the Illumination Foundation's proposal (Exhibit 2) separating it <br />from Jamboree Housing Corporation's proposal. The first was the configuration of their proposed <br />emergency shelter and the second distinction was the location. Jamboree Housing proposed a <br />configuration of shelter beds at three separate sites located on Harbor Boulevard, First Street, and <br />65B-2 <br />
