Agreement with Illumination Foundation for a Permanent Emergency Homeless Shelter <br />June 16, 2020 <br />Page 7 <br />meet with surrounding business owners, community groups, homeless advocacy groups, <br />police/fire department staff, and concerned citizens during the months leading up to the HSNC <br />opening to share details about the shelter and hear input from community members about its <br />operations. Community members will be provided with a phone number and email address they <br />can contact should they have questions about the permanent shelter. Illumination Foundation will <br />also coordinate with local advisory boards to provide community members with an opportunity to <br />provide ongoing feedback. This outreach by the applicantwill be consistent with the City's sunshine <br />ordinance. <br />Development Schedule <br />Illumination Foundation proposes a schedule, which would be compliant with the City of Santa Ana <br />permitting process, as follows: <br />Date <br />Task <br />6/16/20 <br />Santa Ana City Council Approval <br />6/17/20 <br />Meeting with Planning and Building Agency <br />7/2/20 <br />Conditional Use Permit CUP applied for with Planning and Building Agency <br />7/10/20 <br />Tenant Improvement Plans Submitted for Plan Check <br />7/31/201 <br />Planning Commission Approval of CUP <br />8/3/20 <br />Demo Permit Issued <br />8/3/20 <br />Demolition Starts <br />8/14/20 <br />Construction Permit Issued <br />8/17/20 <br />Construction Starts <br />11/15/20 <br />Construction Complete <br />Option for Scalability up to 250 (50 Life Ark Modular Bridge Housing) <br />Illumination Foundation has provided an option for an additional 50 Bridge Housing units for 20 <br />individuals and additional capacity of 30 more bringing the capacity for the entire site to 250. City <br />staff requested scalability of the site and we would explore this option in the future should the need <br />arise. This option will also ensure that the City is in full compliance with the settlement agreement. <br />Next Steps <br />The Link, the City's interim emergency homeless shelter, approved on September 18, 2018 as an <br />interim facility, will cease operation upon the opening of the permanent emergency homeless <br />shelter. As required by the settlement agreement and as anticipated, there will be an overlap period <br />between the operations of the Link and the HSNC, such that the total number of beds during this <br />limited period will be up to 450. <br />Approval by City Council will ensure that a permanent shelter is operational in a timely manner so <br />that both shelters are overlapping for a period of time. <br />65B-7 <br />
