Receive and file the 2019 Legislative Scorecard. <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1 s' Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />DISCUSSION <br />Legislative Platform <br />The Legislative Platform (Exhibit 1) is a document that prescribes the City's position on legislative <br />matters and serves as the foundation for the City to support or oppose legislation at the federal, <br />state, and local level. It is utilized as a tool to protect and promote the City's interests on priority <br />programs and projects, legislative proposals, and regulatory matters that may affect the City. The <br />Legislative Platform provides a framework, consisting of guiding principles and legislative <br />initiatives, which summarize the City's position on policy issues and priorities. The specific guiding <br />principles and legislative priorities do not preclude the consideration of additional legislative and <br />budget issues that may arise during the year. <br />The development of the Legislative Platform, which typically commences at the beginning of the <br />calendar year, was adjusted for calendar year 2020 to accommodate the changes made to the <br />legislative sessions at the federal and state level. Namely, the COVID-19 pandemic shifted <br />legislative calendars by suspending and postponing certain activities —and subsequent activity has <br />focused on COVID-19 recovery efforts. To adapt to this change, staff evaluated the elements of <br />the 2019 Legislative Platform, made necessary changes and updates, and prepared a refreshed <br />2020 Legislative Platform. <br />The 2020 Legislative Platform adheres to the guiding principles adopted by the City Council as part <br />of last year's legislative platform and adapts to recent events to prioritize COVID-19 recovery to <br />protect the public's health and the economy.
