Storm Drainage <br />Funding <br />carpooling options such as <br />buses, trains, and streetcars. <br />Support legislation that helps <br />facilitate the financing of <br />storm water and flood <br />control projects. <br />Joint -Department Initiatives <br />INITIATIVE <br />Control of City Assets <br />SUMMARY <br />Support legislation that <br />maintains local control over <br />municipal assets in the <br />deployment of next <br />generation technological <br />infrastructure. <br />ensure Department of Transportation/New Starts <br />funding support of the OC Street Car Project. <br />(TPA) Monitored legislation and state budget activity <br />related to state funding for local streets and roads, as <br />well as other transportation infrastructure. TPA worked <br />closely with stakeholders to ensure that the receipt of <br />funding for local streets and roads, public transit, or <br />other infrastructure was not made conditional on <br />reaching specified housing targets. TPA also worked <br />with stakeholders to ensure that adequate funding was <br />included in the state budget for existing transit and <br />transportation related programs. <br />The City of Santa Ana has continued to work closely <br />with OCTA to ensure the OC Streetcar project <br />progresses smoothly through the construction phase. <br />The Streetcar will increase transportation options and <br />provide greater access between Santa Ana and Garden <br />Grove. <br />(HK) HK will work with the City to determine how EPA <br />and FEMA's grant programs may fit priority <br />concerns/objectives, including EPA's funding for <br />stormwater and green infrastructure projects, its urban <br />water small grants program; and FEMA's pre -disaster <br />mitigation program. <br />(TPA) Monitored ACA 1 (Aguiar-Curry) which would <br />have lowered the vote threshold for local measures to <br />finance infrastructure to 55%. The measure is currently <br />on the Assembly Floor - <br />The Public Works Agency has retained a consultant to <br />prepare a storm drain master plan and funding <br />feasibility study including identifying strategies to <br />reduce local flooding. Additionally, the City is <br />anticipating an award of $1.67 million of Proposition 1 <br />Integrated Regional Water Management (IRWM) grant <br />funding for a multi -benefit stormwater capture project. <br />SCORECARD UPDATE 1 <br />(HK) Recognizing that preserving local control is one of <br />the City's top priorities, HK has focused on a broad <br />range of issues related to cities' ability to regulate <br />emerging technology. Last year, the FCC adopted an <br />order limiting the authority of cities and states to <br />regulate small cell sites needed for deployment of 5G. It <br />took effect Jan. 14, 2019. HK has worked closely with <br />Senator Feinstein to build support for her bill, S 2012, <br />"Restoring Local Control Over Public Infrastructure Act," <br />along with Representative Eshoo's companion bill, HR <br />530.
