UNDERTAKING DESCRIPTION AND LOCATION <br />District <br />County <br />10RA <br />Federal Project. Number. <br />(Prefix, Agency Code, Project No.) <br />Location <br />12 <br />BRLS 5063 (184) <br />Santa Ana, California <br />The environmental review, consultation, and any other actions required by applicable Federal environmental laws <br />for this project are being, or have been, carried out by Caltrans pursuant to 23 U.S.C. 327 and the Memorandum of <br />Understanding dated December 23, 2016, and executed by FHWA and Caltrans. <br />The studies for this undertaking were carried out in a manner consistent with Caltrans' regulatory responsibilities <br />under Section 106 of the National Historic Preservation Act (36 CFR Part 800) and pursuant to the January 2014 First <br />Amended Programmatic Agreement among the Federal Highway Administration, the Advisory Council on Historic <br />Preservation, the California State Historic Preservation Officer, and the California Department of Transportation <br />Regarding Compliance with Section 106 of the National Historic Preservation Act (Section 106 PA), as well as under <br />Public Resources Code 5024 and pursuant to the January 2015 Memorandum of Understanding Between the <br />California Department of Transportation and the California State Historic Preservation Office Regarding Compliance <br />with Public Resources Code Section 5024 and Governor's Executive Order W-26-92 (5024 MOU) as applicable. <br />Project Description: <br />The City of Santa Ana (City), in conjunction with the California Department of Transportation (Caltrans) District 12, <br />proposes to widen Fairview Street between 9th Street and 16th Street, including replacing the Fairview Street <br />Bridge over the Santa Ana River in Santa Ana, California. <br />The proposed Project would widen Fairview Street from two lanes in each direction to three lanes in each direction. <br />Fairview Street bridge would be replaced with a new six -lane bridge (three lanes in each direction), including a <br />complete bridge deck with barrier rails, sidewalks, bicycle lanes, a raised median, and lighting. The proposed bridge <br />would have the same roadway profile as the existing bridge. The existing four -lane bridge is the only constraint in <br />the Project Area for Fairview Street to be built out to its master -planned width of six lanes. Fairview Street is <br />designated as a six -lane Major Arterial, as shown in the Orange County Master Plan of Arterial Highways and the <br />City's General Plan Circulation Element. <br />For further details of the project, please see the attached Archaeological Survey Report (ASR; Attachment D). <br />2. AREA OF POTENTIAL EFFECTS <br />In accordance with Section 106 PA Stipulation VIII.A, the Area of Potential Effects (APE) for the project was <br />established in consultation with Jonathan Wright, PQS Lead Archaeological Surveyor, and Tifini Tran, District 12 <br />Local Assistance Engineer, on June 20, 2019. The APE map is in this Historic Property Survey Report (HPSR) as <br />Attachment A, Map 3. <br />The 11.93-acre APE was established as the area encompassing all places in which the project has the potential to <br />directly or indirectly affect historic properties if any such properties exist. The vertical APE within the APE will <br />extend to a maximum depth of 15 feet for bridge abutments. <br />3. CONSULTING PARTIES / PUBLIC PARTICIPATION <br />❑x Native American Heritage Commission <br />In a letter dated February 12, 2018, Gayle Totton of the Native American Heritage Commission (NAHC) <br />responded to a February 9, 2018, request for a Sacred Lands File (SLF) search. Ms. Totton advised that the <br />results of the search were negative for Native American cultural resources in the project APE but <br />recommended contacting 23 individuals representing the Gabrielino, Juaneno, Kitanemuk, Kumeyaay, <br />Serrano, and Tataviam groups who may have knowledge of cultural resources in or close to the project APE. <br />(HPSR form rev 091251171 Caltrans, Division of Environmental Analysis.
