Historical Resources Evaluation Report <br />June 2019 Fairview Street Improvements and Bridge Replacement Project <br />SUMMARY OF FINDINGS <br />The City of Santa Ana, in conjunction with Caltrans District 12, proposes to widen Fairview <br />Street between 9th Street and 16th Street, including replacing the Fairview Street bridge <br />crossing over the Santa Ana River in the City of Santa Ana (City), California (Historic Property <br />Survey Report [HPSR], Attachment A, Maps 1, 2, and 3). The purpose of the project is to <br />reduce congestion and improve pedestrian and bicyclist safety on Fairview Street between <br />9th Street and 16th Street, consistent with the Orange County Master Plan of Arterial <br />Highways and the City's General Plan Circulation Element. The proposed project would <br />widen Fairview Street from two lanes in each direction to three lanes in each direction in the <br />City. Fairview Street bridge would be replaced with a new six -lane bridge (three lanes in <br />each direction), including a complete bridge deck with barrier rails, sidewalks, bicycle lanes, <br />a raised median, and lighting. The proposed project would require partial acquisitions, <br />temporary utilities relocation, water quality best management practices (BMPs), and <br />temporary closures of a portion of the Santa Ana River Trail (SART). <br />This Historical Resources Evaluation Report (HRER) was prepared in compliance with the <br />First Amended Programmatic Agreement among the Federal Highway Administration , the <br />Advisory Council on Historic Preservation, the California State Historic Preservation Officer, <br />and the California Department of Transportation Regarding Compliance with Section 106 of <br />the National Historic Preservation Act, as it Pertains to the Administration of the Federal -Aid <br />Highway Program in California, effective January 1, 2014 (Caltrans Section 106 PA). Cultural <br />resources were identified and evaluated for the National Register of Historic Places <br />(National Register) as required by the First Amended 2014 Section 106 PA, using National <br />Register eligibility criteria found in 36 Code of Federal Regulations Part 800 and the <br />regulations implementing Section 106 of the National Historic Preservation Act of 1966 <br />(NHPA), as amended. These evaluations comply with California Environmental Quality Act <br />(CEQA) requirements and evaluate identified cultural resources in accordance with <br />California Public Resources Code (PRC) Section 15064.5(a)(2)—(3) using the criteria outlined <br />in PRC Section 5024.1. The document was also prepared in compliance with PRC 5024 for <br />State-owned historical resources. <br />An archaeological field survey of the area of direct impacts within the project Area of <br />Potential Effects (APE) was conducted on March 16, 2018. An architectural field survey of <br />the entire APE was conducted on April 4, 2019. As a result of these surveys, two historic - <br />period (50 years of age or older) resources were identified in the APE that required <br />evaluation. These are two 1956 duplexes located at 1007-1009 Marengo Place and 1003- <br />1005 Marengo Place (APE Map Reference Numbers [APE MR#s] 1 and 2, respectively). <br />Neither of these resources was evaluated as eligible for listing in the National Register (refer <br />to Section IX of this HRER). <br />One bridge, Santa Ana River Channel 55C0513, was identified in the project APE. According <br />to the Caltrans Local Agency bridge list (March 2019), it has been evaluated as Category 5, <br />not eligible for listing in the National Register (HPSR Attachment B). <br />
