Natural Environment Study (Minimal Impacts) <br />Measure BIO-1 below. Implementation of Measure BIO-1 will also prevent the spread <br />of invasive plant species that could degrade aquatic habitat areas. <br />BI0-1 Best Management Practices (BMPs) During Construction. <br />All equipment maintenance, staging, and dispensing of fuel, oil, or any <br />other such activities will occur in designated upland areas. The <br />designated upland areas will be located in such a manner as to prevent <br />any spill runoff from entering waters of the United States and other <br />jurisdictional waters. Silt fencing and straw wattle will be placed in <br />such a manner that they are able to catch or filter sediment or other <br />construction -related debris to prevent it from entering aquatic areas, <br />where necessary. All construction -related debris and trashed will be <br />disposed of or secured to prevent any such waste from entering aquatic <br />areas. <br />In order to prevent the spread of invasive species (EO 13112), any <br />plants removed or soil disturbed during the course of construction <br />should be contained and properly disposed off site. All mulch, topsoil, <br />seed mixes, or other plantings used during landscaping activities and <br />any erosion -control BMPs implemented will be free of invasive plant <br />species seeds or propagules. No vegetation listed on the Cal-IPC <br />inventory will be installed on the Project, and all plant palettes <br />proposed for the Project will be reviewed by a Qualified Biologist <br />during the Plans, Specifications, and Estimate (PS&E) phase. <br />4.1.2. Special -Status Plant Species <br />The plant species listed in Table 2a are considered to be of special concern based on: <br />(1) federal, State, or local laws regulating impacts to them; (2) limited distributions; <br />and/or (3) the presence of habitat required by the special -status plants occurring in the <br />vicinity of the BSA. One plant species (Ventura marsh milk -vetch), which is federally <br />and State -listed as endangered, was identified by the USFWS as potentially occurring <br />within the vicinity of the BSA. The CNDDB indicated three additional special -status <br />plant species (Gambel's water cress, salt spring checkerbloom, and chaparral sand - <br />verbena) with historical occurrences within 3 mi of the BSA.
