I would like to know not <br />only the status of our compliance, or non-compliance, with the Settlement in the OCCW case but also with regards to <br />the case that was filed yet not served back in 2018 as well as more recent cases against MHA and the county as it relates <br />to the Armory shelter. I understand that you do not have to provide updates, but there is nothing preventing you from <br />providing an update to the residents of our city. <br /> <br />Additionally, I continue to urge you to address our municipal code as it relates to homeless shelters. I, as many of you I <br />believe, think that every city should be stepping up and provide respite for those who are experiencing <br />homelessness. Currently, I believe that other cities may be contemplating buying or leasing property in an SB2 zoned <br />area of Santa Ana and operating a small scale shelter in our city in hopes of satisfying their own homeless needs to <br />enforce their local ordinances. Now this may be helpful for those experiencing homelessness, but it hardly seems fair <br />for those who are living and working in Santa Ana for another city to operate a shelter here in our city. <br /> <br />Please consider reviewing our shelter ordinances and making adjustments as necessary. I am attaching an amicus brief <br />from 7 South County cities which was submitted as part of the Martin v Boise case in September of 2019. I direct you to <br />page 4 where they begin the discussion of shelter location and then further on page 6 where they contemplate the <br />above discussed scenario. If South County cities are seeking clarification as to whether this is allowed, I can pretty much <br />guarantee you that they are already considering it and that there are some who would move ahead on this.
