JMF 6.24.20 <br /> RESOLUTION NO. 2020-054 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA ADOPTING THE MITIGATED NEGATIVE <br /> DECLARATION AND MITIGATION MONITORING AND <br /> REPORTING PROGRAM FOR THE FAIRVIEW BRIDGE <br /> REPLACEMENT AND STREET IMPROVEMENTS (9TH <br /> STREET TO 16TH STREET) PROJECT <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br /> FOLLOWS: <br /> Section 1. The City Council of the City of Santa Ana hereby finds, determines <br /> and declares as follows: <br /> A. To improve pedestrian/bicyclist safety and traffic flow on and in the vicinity of <br /> the Fairview Street bridge, the City proposes to replace the Fairview Street <br /> bridge over the Santa Ana River and widen Fairview Street between 9th Street <br /> and 16th Street ("Project"). <br /> B. The Project includes replacing the Fairview Street bridge over the Santa Ana <br /> River and widening Fairview Street between 9th Street and 16th Street. <br /> Fairview Street will be widened from two lanes in each direction to three lanes <br /> in each direction. The Fairview Street bridge will be replaced with a new six- <br /> lane bridge (three lanes in each direction), including a complete bridge deck <br /> with barrier rails, sidewalks, bicycle lanes, a raised median, and lighting. <br /> C. The bridge will be expanded from approximately 52 feet to 100 feet in width <br /> and will have the same roadway profile as the existing bridge. <br /> D. Fairview Street would remain open during the construction period with two <br /> southbound lanes and one northbound lane, with lanes shifted to one side of <br /> the bridge while the other side is replaced. Therefore, no detours would be <br /> required for vehicles traveling along Fairview Street. Access to properties <br /> would be maintained. Pedestrians and bicyclists would be detoured <br /> accordingly. <br /> E. Construction of the Project is anticipated to begin in 2022, following funding <br /> and completion of right-of-way acquisition. <br /> Resolution No. 2020-054 <br /> Page 1 of 4 <br />
