Project Status and Capital Improvement Program Report April 2020 through June 2020 <br />July 7, 2020 <br />Page 2 <br />Bristol Improvement Phases <br />Bristol Street Phase 3A — Civic Center Drive to Washington Avenue <br />• Design and property acquisition are complete. <br />• Authorization for full construction funding is pending. <br />o Grant award is pending and funding is anticipated in summer/early Fall 2020. <br />o Commencement of construction is contingent on Southern California Edison finalizing <br />their underground plans. <br />• COVID-19 could affect the construction schedule including authorization delays and <br />preparatory work delays, which would be beyond city control. <br />Bristol Street Phase 4 — Warner Avenue to St. Andrew Place <br />• Design and property acquisition are complete. <br />• Authorization for full construction funding is pending. <br />o Grant award is pending and funding is anticipated in summer/early Fall 2020. <br />o Commencement of construction is contingent on Southern California Edison finalizing <br />their underground plans. <br />• COVID-19 could affect the construction schedule including authorization delays and <br />preparatory work delays, which would be beyond city control. <br />Bristol Street Phase 5 (Final Phase) — 17th Street to Elm Street <br />Unfunded - environmental update, design, property acquisition, and construction have no <br />funding options or grant opportunities at this time. <br />Warner Improvement Phases <br />Warner Avenue Phase 1 — Main Street to Oak Street <br />• Design is 95% complete. <br />• Property acquisition is nearly completed; one full acquisition, one partial acquisition and <br />two tenant relocations are pending. <br />• Grant deadline to award construction is June 30, 2021. <br />o Commencement of construction is contingent on Southern California Edison/outside <br />utilities finalizing the underground plans. <br />o Anticipate starting storm drain and water utility construction Winter 2020. <br />• COVID-19 has impacted property acquisitions and construction schedules due to limited <br />ability to coordinate with stakeholders, property owners, and tenants and is beyond city <br />control. <br />Warner Avenue Phase 2A — Oak Street to Grand Avenue <br />• Design is 95% complete. <br />• Property acquisition underway: four full acquisitions in escrow, relocation process has <br />been on hold due to COVID-19. <br />• Grant funding application will be submitted for construction funds in October 2020. <br />19C-2 <br />
