This document included the General Plan vision <br />statement, the core values, and the goals and policies of the proposed General Plan elements. <br />The City Council affirmed the continued work effort on the General Plan. <br />As part of a multi -year effort to comprehensively update to the City's General Plan, the Planning <br />Division is moving forward with the next phase of the project. This consists of additional outreach <br />meetings and dialogue with the community to discuss key issues such as Environmental Justice, <br />an overview of key changes and an overview of the identified focus areas. <br />This important step is a result of previous work efforts related to Community Outreach (2016), <br />General Plan Advisory Group (GPAG) input (2017), and Technical Advisory Committee <br />coordination (GP TAC) (2018). Technical Advisory Committee members provided important <br />background and solicited feedback from the City Council related to the Policy Framework that was <br />presented to the City Council in December 2018. <br />Throughout 2019, staff refined the land use concepts for five focus areas within the City and began <br />drafting updates to individual General Plan elements. The five focus areas were selected based <br />on input from the General Plan Advisory Group (GPAG); the presence of existing and new high - <br />quality transit areas such as the OC Streetcar line; opportunities to connect key development <br />areas; and, consistency with the following principles that align with General Plan Core Values: <br />Protect and enhance our cultural and community assets <br />Create a land use pattern that promotes healthy and active lifestyles <br />Ensure equitable outcomes and land use distributions <br />Create a sustainable and livable city <br />Promote lifelong education and prosperity <br />19E-1 <br />
