<br />REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: CLERK OF COUNCIL USE ONLY: <br />JU , 2020 <br />TITLE: <br />APPROVED <br /> As Recommended <br />As Amended <br />REVIEW PROPOSED CHARTER <br />st <br /> Ordinance on 1 Reading <br />nd <br />AMENDMENTS AND PROVIDE <br />Ordinance on 2Reading <br /> Implementing Resolution <br />DIRECTION TO STAFF <br /> Set Public Hearing For__________ <br />CONTINUED TO <br />FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />The City Council has the following options to consider relating to this item: <br />1.Concur with the Ad Hoc Charter Review Committee regarding the proposed Charter <br />amendments 1 through 10 and 12 through 18; or <br />Review the proposed Charter amendments 1 through 10 and 12 through 18 and direct <br />staff to prepare revised proposed Charter amendments 1 through 17 as discussed; and <br />2.Review proposed Charter amendment topics 11 and 19 through 22 and direct staff to <br />prepare Charter amendments as discussed; and <br />3.Direct City Attorney and Clerk of the Council to prepare necessary documents and return <br />to the City Council at the July 21, 2020 City Council meeting to place any proposed <br />Charter amendments on the ballot for November 3, 2020 General Election. <br />DISCUSSION <br />At the June 2,2020 City Council meeting, staff delivered a briefpresentation to the City Councilthat <br />outlines 17 proposed Charter amendments, along with five topic areas to consider additional <br />Charter amendments. The City Council directed staff to return to the City Council at the June 16 <br />meeting for a follow-up discussion. At this meeting, City staff presented a synthesized version of <br />the presentation from the June 2, 2020 City Council meeting. The City Council directed staff to <br />conduct additional community engagement regarding the Charter update process, solicit feedback <br />through an online survey, and use existing community infrastructure (such as local schools, <br />neighborhood associations, and other networks) to seek input from the public. The City Council <br />also directed staff to return to the City Council with their findings at the July 7, 2020meeting. <br />Background <br />The City of Santa Ana is governed through a Charter authorized by the California Constitution. The <br />Charter is a vital document which establishes a degree of autonomy to local governments and <br />outlines certain authority and restrictions the City has over municipal affairs. The Charter addresses <br />important aspects of Santa Ana’s authority.The original Charter of the City of Santa Ana was <br />adopted by the voters on 1952.
