REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JULY 7, 2020 <br />TITLE <br />RECEIVE AND FILE DOG PARK UPDATE <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1 s' Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />/s/ Kristine Ridge FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Receive and file Dog Park update report. <br />DISCUSSION <br />On December 3, 2019, the City Council directed the City Manager to study the feasibility of a dog <br />park at Centennial Park. <br />At the March 3, 2020 City Council meeting, staff gave a presentation about the historical context, <br />prior studies, analysis and feasibility of a dog park in Santa Ana. The City Council then directed <br />the City Manager to move forward with plans for a dog park located at Centennial Park. <br />Below is an update regarding the plan to prepare for a dog park at Centennial Park. <br />1. Land Use Change <br />City staff spoke with the Branch Chief of the United States General Services Administration <br />(GSA) in Washington D.C. regarding the proposed dog park at Centennial Park. GSA <br />indicated the process has changed since the City originally requested a land use change <br />from Recreational to Educational at Centennial Education Center. <br />Currently Santa Ana Police Department (SAPD) manages the use of the subject property <br />with the Department of Education. Therefore, GSA indicated that the City and SAPID needs <br />to submit a letter to the Department of Education indicating the portion of the site (area <br />behind the portable trailers) is no longer needed for Police Training and that the City would <br />like to revert the use from education to recreational use. The Department of Education will <br />submit the request to GSA. GSA and National Park Service (NPS) will then determine <br />approval of the use change. It no longer needs to go through the process to declare the site <br />surplus. City staff spoke with the NPS and they support (verbally) reverting the land use to <br />recreational. Next steps included identifying the amount of acres to revert to recreational <br />use and have the City Manager/SAPD send a letter to the Department of Education. <br />19D-1 <br />
