Update to General Plan: Include southeastern section of the City on the focus areas to phase out and cap out light and heavy product manufacturing and assembly companies that pollute particulate matter (PM 2.5- PM10), and comply with SB 1000 State mandate. Include in Vol Il: Natural Environment the Clean and Safe element. Immediate release of DEIR to the public. As per City report prepared by Minh Thai, Executive Director -Planning and Building Agency: SIB 1000 requires cities' General Plans to include EJ elements, goals and policies in other elements that facilitate transparency and public engagement in the planning and decision -making processes, reduce harmful pollutants and the associated health risks in environmental justice communities, and promote equitable access to health. 65C.
