Sec. 401.05. - Code of ethics <br />and conduct. <br />Sec. 401.05. - Code of ethics <br />and conduct. <br />Sec. 413. - Adoption (resolutions and <br />ordinances). <br />commissions, and committees <br />shall provide a written <br />document to all members of <br />the City Council with their <br />name and contact information <br />and a brief description of the <br />alleged violation. <br />The City Council shall refer the <br />complaint to an ad hoc <br />committee of the Council for <br />review. The Council ad hoc <br />committee may then make a <br />recommendation to the full <br />City Council for futher review, <br />investigation or action. When a <br />review or investigation is <br />completed, the City Council <br />may impose sanctions which <br />may include, a reprimand, <br />formal censure or loss of <br />committee assignments or in <br />the case of members of <br />boards, commissions or <br />committees, removal from the <br />board, commission, or <br />committee. <br />A complaint concerning an <br />alleged violation by one of the <br />Council's appointed <br />employees shall be handled as <br />a personnel matter." <br />Every ordinance shall be <br />introduced in writing. A copy of <br />each ordinance and written <br />resolution shall be available in <br />the council's chambers for <br />public inspection during any <br />council meeting at which the <br />some is to be passed or <br />working in complaints for the <br />medical device industry we <br />treat all forms of complaints as <br />something to be investigated <br />and documented). <br />There should be a timeframe <br />for an ad hoc meeting to be <br />held if this is how it will be <br />handled. However I would <br />instead recommend an FMEA <br />type system be set up to assess <br />the severity and criticality of <br />each alleged violation and the <br />appropriate avenue of <br />handling said violation. <br />Additionally, there should be <br />an included approach for <br />corrections or preventive <br />actions. Not all misconduct is <br />intentional and it should, <br />potentially, be treated as an <br />opportunity for retraining in <br />those cases. <br />Leaving each misconduct as a <br />personnel matter leaves this <br />open to wrongful termination if <br />you ever take a higher <br />escalation in one case verses <br />another similar case. This should <br />be pre -spelled out with severity <br />x corrective/punitive action <br />required. It should not be <br />decided case by case but <br />based on the harm/potential <br />harm for their misconduct. <br />There really should be a way to <br />access it online. In the council's <br />chambers is not appropriate for <br />our community as there are <br />individuals with transportation <br />or disabilities that would <br />prevent in person access. <br />Sec. 609. - Budget appropriations. I I Recommend to include <br />quarterly reports from each <br />section included in the budget <br />to show that their stated uses <br />
