City of Santa Ana <br />RFP: Year -Round Homeless Shelter and Navigation Center <br />EXECUTIVE SUMMARY <br />The City of Santa Ana's Community Development Agency (CDA) is seeking proposals from <br />eligible respondents to enter into a public -private partnership to develop, construct and operate <br />a Year -Round Homeless Shelter & Navigation Center (HSNC) that will serve 200 individuals, <br />with the ability to scale up to 250 individuals. The term of the agreement will be ten years. <br />The site must be located within the Santa Ana city limits. Funding will be provided by the City <br />of Santa Ana through various funding sources outlined within this RFP. Only non-profit <br />organizations currently providing services to individuals experiencing homelessness and which <br />meet the minimum submission requirements will be considered. <br />The City of Santa Ana currently operates a homeless shelter, referred to as The Link, which was <br />opened in November 2018 as an interim emergency homeless shelter. The Link is a 200-bed <br />emergency shelter for men, women, couples and families with children. The Link may be <br />scheduled to cease operation upon the opening of a year-round homeless shelter and navigation <br />center. That homeless shelter, subject to this RFP, will replace The Link. <br />Respondents are encouraged to submit creative proposals that approach navigation centers, <br />emergency shelters, housing and homelessness with innovative solutions. We are looking for <br />fresh ideas, concepts and designs that together may stimulate effective outcomes. <br />Santa Ana expects proposals to be project -ready with the intent of having the site operational <br />no later than November 2020. <br />BACKGROUND <br />According to the 2019 Orange County Point -In -Time Count, the Orange County's homeless <br />population increased from 4,792 to 6,860 from the 2017 Point -In -Time Count. Santa Ana's <br />portion of the county's homeless is reported to be 1,769. <br />As the County Seat, the City of Santa Ana has been on the frontline of addressing Orange <br />County's homelessness. As a result, the City has invested resources and created programs to <br />address the needs and impacts of homelessness throughout the City. Since 2018, the City has <br />launched the following projects and initiatives to address the growing homeless population: <br />Homeless Services Manager: Hired to coordinate and address the City's homeless efforts <br />through internal and external collaborations at the local, state and federal level. <br />n <br />
