Orange County Operational Area Agreement <br />Critical Points of Contact <br />identify 24-hour or other critical points -of -contact for the Subdivision that may be used by the <br />OA EOC during emergency operations. If the points -of -contact are individuals, identify a primary <br />and at least three alternates for each. Inform county emergency management staff when critical <br />points -of -contact change or are updated. <br />Disaster Recovery and Financial Reimbursement <br />Subdivisions have ultimate responsibility For their own recovery program and will work directly <br />with FEMA and Cal DES throughout the cost recovery process. Each Subdivision is individually <br />responsible for developing, submitting, and receiving their own emergency aid, loans or grants <br />from any source including local, state, and federal governments. Each is Individually responsible <br />for the timeliness, accuracy, and compliance of its own expenditures submitted For <br />reimbursement through such mechanisms. <br />3.2 County -Specific Responsibilities <br />The County acts as the OA Lead Agency. The OA Lead Agency has the Following responsibilities to <br />the OA in addition to those responsibilities specified under Section 3.1 of this Agreement: <br />24-Flour Contact Point <br />The County will serve as the 24-hour contact point for the OA and act as lead in activatingthe OA <br />EOC, hereinafter referred to as OA EOC. <br />Operational Area Emergency Operations Center <br />The County EOC and Alternate EOC (as designated) shall serve as the OA EOC. The OA EOC shall <br />exist as a dedicated essential facility and be capable of serving as the central point for: <br />• coordinating information and resources with OA subdivisions <br />■ coordinating all levels of government as a component of Orange County s Multiagency <br />Coordination System (MACS) <br />• coordinating with other OAs <br />• reporting information to and coordinating with the California Office of Emergency <br />Services (Cal OES) Southern Region EOC <br />County emergency management staff shall be responsible forensuring the OA EOC is maintained <br />in a state of constant readiness, in accord with the FEMA Emergency Operations Center <br />Assessment Checklist and ASTM E2668 — Standard Guide For Emergency Operations Center <br />Development, or subsequent standards if revised. <br />Initial EOC Activation Staffing <br />The County shall provide initial OA EOC activation staff. Subdivisions with available resources may <br />provide secondary and relief OA EOC staffing. <br />E <br />January 2020 <br />55B-18 <br />
