REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JULY 21, 2020 <br />TITLE: <br />PUBLIC HEARING - ADOPT A RESOLUTION <br />AFFIRMING THE FISCAL YEAR 19-20 <br />RECOVERY OF $6,761.32 IN <br />UNCOLLECTED COSTS FOR ABATEMENT <br />OF DANGEROUS AND ABANDONED <br />BUILDINGS <br />(GENERAL FUND REVENUE) <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1 st Reading <br />❑ Ordinance on god Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />/s/ Kristine Ridge FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Adopt a resolution affirming the Fiscal Year 2019-2020 Dangerous and Abandoned Building Program <br />Report and authorize the transmittal of uncollected Dangerous and Abandoned Building charge to <br />the Office of Auditor -Controller, County of Orange. <br />DISCUSSION <br />The City's Dangerous and Abandoned Building Program has proven to be an effective tool to <br />abate dangerous and abandoned structures that create an attractive nuisance and provide <br />harborage for illegal activity. The abatements are accomplished by board -ups and/or demolition. <br />Property owners are given 2 to 30 days to abate the conditions or the City, through its contractors, <br />will perform the work. The property owners are then notified of the outstanding abatement costs <br />every 30 days until the Planning and Building Agency is reimbursed for the expenditure. <br />Each year, the City finds it necessary to seek legal recourse in order to recover the uncollected <br />costs expended for abatement of dangerous buildings and against reluctant property owners. This <br />year the outstanding charge for work performed on two separate addresses is $5,761.32. Parcel <br />numbers and total assessment amounts provided (Exhibit 1). The property owner names are also <br />provided (Exhibit 2). The most effective method of collection is to submit these charges to the <br />office of the County Auditor/Controller so that a lien may be placed on the property tax rolls. <br />Charges must be submitted to the County of Orange. Therefore, staff is recommending that the <br />City Council adopt a resolution affirming the Fiscal Year 2019-2020 Dangerous and Abandoned <br />Building Program Report and authorize the transmittal of uncollected Dangerous and Abandoned <br />Building charge to the Office of Auditor -Controller, County of Orange (Exhibit 3). <br />FISCAL IMPACT <br />The recovered charge will result in an estimated $5,761.32 deposited in the Special Repair and <br />Demolition Fund (Account No. 12116002-53507). <br />75B-1 <br />
