FOR WATER QUALITY <br />SAMPLING AND TESTING SERVICES FOR <br />UP TO FIVE YEARS IN AN AMOUNT NOT <br />TO EXCEED $386,000 <br />(NON -GENERAL FUND) <br />/s/ Kristine Ridge <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1 st Reading <br />❑ Ordinance on god Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />1061►111►Is] g911C4V <br />FILE NUMBER <br />Authorize the City Manager to execute an agreement with Clinical Laboratory of San Bernardino, <br />Inc., to provide water quality sampling and testing services for a three-year period beginning July <br />21, 2020, and expiring July 20, 2023, with a provision for one two-year extension exercisable by <br />the City Manager and City Attorney, for an annual amount not to exceed $77,000, for a total amount <br />not to exceed $385,000, subject to non -substantive changes approved by the City Manager and <br />City Attorney. <br />DISCUSSION <br />The City's Public Works Agency, Water Resources Division administers and maintains the City's <br />public water system which provides high quality drinking water to the residents and businesses of <br />Santa Ana. The California State Water Resources Control Board, in accordance with Title 22 of the <br />California Code of Regulations entitled "California Domestic Water Quality and Monitoring <br />Regulations", enforces the primary and secondary drinking water standards for public water systems. <br />The City, as a public water system, must comply with these drinking water standards which require <br />testing of the City's water system by a laboratory accredited through the California Environmental <br />Laboratory Accreditation Program. <br />On May 18, 2020, the City advertised Request for Proposal (RFP) No. 20-014 on the City's online <br />bid management and publication system, Planet Bids, to solicit proposals from qualified, state - <br />approved laboratories to perform the water quality testing required. Three proposals were received <br />and evaluated by a selection committee based on criteria outlined in the RFP. The composite <br />ratings and fees are as follows: <br />25B-1 <br />
