It is a partnership between Delhi <br />Center and the Public Law Center (PLC), which integrates or "bundles" a broad range of financial stability program <br />components with legal services, designed to leverage the expertise and resources of both organizations and their <br />respective networks to equip clients with the tools needed for progressive economic success. <br />The program will serve 47 Santa Ana residents with a total of 1,042 contacts and will target residents who <br />struggle with ongoing poverty, as well as those who suddenlyfind themselves in need, including single female <br />headed households and older teens/young adults who often are the only family member with legal employment <br />capacity. While the majority of clients served will be residents of the Delhi neighborhood, all Santa Ana residents <br />will be served. <br />The program meets the City of Santa Ana Strategic Plan Goal and Emphasis for Economic Development by using an <br />evidence -based best practices approach to help low-income families achieve financial success. FES provides <br />training, legal representation, and guidance needed by Santa Ana residents to navigate the complex and <br />complicated systems that lead to financial success. It goes beyond the workshop structure provided by many <br />organizations that attempt to educate residents on financial stability by ushering them through the processes <br />needed to measurably improve their economic status. <br />By adding legal services, the program also meets the need to address obstacles that are preventing clients from <br />moving forward with financial stability goals. While many FES clients have improved their economic status, many <br />are also stuck; they are unable to take the final steps for starting a business or to improve their economic status <br />due to legal issues related to their victimization by fraudulent predators, and they have other legal issues that once <br />resolved will breakdown the roadblocks towards economic independence. <br />By using the integrated services approach families become educated and prepared to address a wide range of <br />issues that affect their finances and they are able to overcome the obstacles that stand in their way. The strategy <br />strives to sustain a long-term relationship with participants because building a stronger financial life is an ongoing <br />process. By improving the economic well-being of families in our community, the community itself benefits in the <br />long -run. <br />EXHIBIT A <br />
