This request from the Public Works agency for additional funds for <br />contracting/consulting services would not exist if the hiring freeze was lifted. Public Works has many vacancies <br />which were temporarily halted from being filled due to COVID-19. However, many of the projects that Public <br />Works needs consulting services for might be able to be better handled if Public Works was able to hire <br />residents to process the projects which have been backlogged and new projects.
