lZm*03ILIA 110101 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA ADOPTING AN AGREEMENT BETWEEN THE <br />CITY OF SANTA ANA, COUNTY OF ORANGE, AND ALL <br />OTHER POLITICAL SUBDIVISIONS IN ORANGE COUNTY TO <br />FORM AN EMERGENCY MANAGEMENT OPERATION AREA <br />IN COMPLIANCE WITH TITLE 19, CALIFORNIA CODE OF <br />REGULATIONS, SECTION 2400 ET SEQ., AND <br />GOVERNMENT CODE SECTIONS 8550 ET SEQ. <br />WHEREAS, Title 19 California Code of Regulations Section 2400 et seq. and <br />Government Code Section 8550. et seq. state that the purpose of the Standardized <br />Emergency Management System, hereafter referred to as the "SEMS Regulations", is <br />to standardize responses to emergencies involving multiple jurisdictions or multiple <br />agencies; and <br />WHEREAS, the purpose of an Operational Area, as defined in Government Code <br />8605 and Title 19 California Code of Regulations Sections 2403 and 2409, is to manage <br />and coordinate information, resources, and priorities among the local governments <br />within the geographic area of the County, and to serve as the coordination and <br />communication link between the local government level and the regional level of the <br />State; and <br />WHEREAS, the Operational Area is one of the required components of SEMS; <br />and <br />WHEREAS, the SEMS Regulations require the County government to serve as <br />the lead agency of the Operational Area unless another member agency of the <br />Operations Area assume that responsibility by written agreement with the County <br />government; and <br />WHEREAS, the purpose of the Orange County Operational Area Agreement is to <br />provide for the mutual and cooperative handling of the duties and responsibility of the <br />Operations Area; and <br />WHEREAS, the Operational Area Agreement establishes as Operational Area <br />Council made up of representative of each Political Subdivision with the Orange County <br />geographical area; and <br />WHEREAS, the Orange County Operational Area Agreement supplants the <br />existing October 3, 1995 Orange County Operational Area Agreement which was <br />adopted by the City Council of the City of Santa Ana on October 5, 1998 by Resolution <br />98-070. <br />Resolution 2020-059 <br />Page 1 of 3 <br />
