Adopt a resolution approving the Initial Study/Mitigated Negative Declaration and Mitigation <br />Monitoring and Reporting Program for the Fairview Bridge Replacement and Street <br />Improvements from 9th Street to 16th Street Project. <br />2. Approve the Fairview Bridge Replacement and Street Improvements from 9th Street to 16th <br />Street Project. <br />DISCUSSION <br />Fairview Street is integral to the regional transportation system with the portion of Fairview Street <br />south of the Fairview Street Bridge at the Santa Ana River providing three lanes of vehicle travel in <br />each direction. The long-term plan is to extend the three lanes through the Fairview Street Bridge <br />to provide continuous three -lane regional connectivity. <br />The existing Fairview Street Bridge is only two lanes in each direction and requires significant safety <br />and structural upgrades. In addition, the bridge does not have sidewalks, bike -lanes, or lighting to <br />support multi -modal connectivity. The existing bridge condition causes a traffic "bottleneck" during <br />peak hours. <br />The Fairview Bridge Replacement and Street Improvements from 9th Street to 16th Street Project <br />(Project) consists of improving pedestrian and bicyclist safety, reducing congestion on Fairview <br />Street between 9th Street and 16th Street, and achieving consistency with the Orange County <br />Master Plan of Arterial Highways and the City's General Plan Circulation Element. The proposed <br />project would widen Fairview Street from two lanes to three lanes in each direction, and add a <br />75B-1 <br />
