Result in other emissions (such as those leading to odors) <br />adversely affecting a substantial number of people? <br />3.3.1 Existing Setting <br />The following section is based on air quality modeling and analysis conducted by LSA. The air quality <br />modeling worksheets are provided in Appendix B. <br />The Project area is located within Santa Ana, which is part of the South Coast Air Basin (Basin). The <br />Basin includes all of Orange County and portions of Los Angeles, Riverside, and San Bernardino <br />Counties. Air quality within the Basin is under the jurisdiction of the South Coast Air Quality <br />Management District (SCAQMD). The SCAQMD adopted the 2016 Air Quality Management Plan <br />(AQMP) in March 2017.5 <br />The main purpose of an AQMP is to describe air pollution control strategies that will bring the area <br />into attainment in a timely manner. A nonattainment area is considered to have worse air quality <br />than the National Ambient Air Quality Standards (NAAQS) and/or the California Ambient Air Quality <br />Standards (CAAQS), as defined in the federal Clean Air Act. The Basin is in nonattainment for the <br />federal and State standards for ozone (03) and particulate matter less than 2.5 microns in diameter <br />(PM2.5). In addition, the Basin is in nonattainment for the State particulate matter less than 10 <br />microns in diameter (PM,o) standard, and in attainment/maintenance for the federal PM10 and <br />carbon monoxide (CO) standards. <br />For transportation -related projects, the most effective way to reduce air pollution impacts is to <br />reduce emissions from mobile sources, the principal contributor to the air basin. The 2016 AQMP <br />also includes transportation control measures developed by the Southern California Association of <br />Governments (SCAG) from the 2016 Regional Transportation Plan/Sustainable Communities Strategy <br />(RTP/SCS). The 2016-2040 RTP/SCS includes chapters on the challenges in a changing region, <br />creating a plan for our future, and the road to greater mobility and sustainable growth. These <br />chapters currently respond directly to federal and State requirements placed on SCAG. Local <br />5 South Coast Air Quality Management District. 2016.
